Unable to create a sharepoint application after deploying UAKS

We have been using MOSS 2007 for over 3 years. We installed UAKS to achieve W3C accessibility requirements. It worked perfectly. However, we were not able to create Sharepoint applications any more. We did this in different farms. The error message we are getting is:

An update conflict has occurred, and you must retry this action. The object SPWebApplication Name=SharePoint - 46196 Parent=SPWebService is being updated by "MOSS admin account" , in the w3wp process, on machine "server name". View the tracing log for more inormation about the conflict.

We proved that the error occurred because of the UAKS deployment by testing it in different farms. Though the same problem has been mentioned in many blogs, none of the them contains a workable solution. The main suggestions in the blogs are clearing the cache; and detaching the database and reconnecting it again and then re-running SharePoint configuration. Both suggestions did not work for us.

Does anyone know a solution to this problem?Please suggest a solution.
